The Oregon First-Time Homebuyer Programs to Know

FirstHome

FirstHome is a statewide program that offers a competitive-interest-rate first mortgage that may be paired with down payment assistance. The interest rate is not credit-score sensitive, the program may be combined with other first-time homebuyer programs, and income and purchase-price limits apply.

Mortgage Assistance Program (MAP 80)

The MAP 80 program can provide up to $80,000 in down payment assistance to cover up to 20% of the home's purchase price, in the form of a forgivable second mortgage. The program can help eliminate the need for mortgage insurance, has income limits, and is available in Multnomah, Washington, Clackamas, Yamhill, and Columbia counties. The MAP 80 program may be combined with FirstHome for eligible borrowers.

NextStep

NextStep is another statewide program though, unlike FirstHome, it is available to both first-time and repeat homebuyers. The program offers a first mortgage that may be paired with down payment assistance programs and the interest rate is not credit-score sensitive. Income limits apply.

Beaverton Inhabit

If you are buying within Beaverton city limits and currently live or work in Beaverton, the Beaverton Inhabit program may be relevant. It offers down payment assistance of up to $50,000 in the form of a second mortgage. Property-location and borrower-location requirements apply.

Gresham Welcome Home

For a home inside Gresham city limits, Gresham Welcome Home may offer up to $40,000 in down payment assistance as an interest-free, forgivable second mortgage. Income and purchase-price limits apply.

Open Door

Open Door offers up to $60,000 in down payment assistance through a forgivable second mortgage. Conventional and VA options are available under this program in Washington, Yamhill, and Lincoln counties and income limits apply.

Guild Mortgage Programs

Vince also has access to several Guild Mortgage-exclusive programs, including 3-2-1 Home Plus, 1% Down, a conventional 3% down payment option with 4% down payment assistance, FHA Zero Down program, and a Doctor program. Some of these are available for first-time and repeat buyers!

Because these programs all have specific eligibility requirements and can change at any time, it’s best to use this article as a starting point rather than a guarantee that you qualify.

Why Your Choice of Lender Can Make a Big Difference

This may be the most important first-time buyer tip in this article: do not assume every lender has access to the same assistance programs.

Local programs can have very specific requirements. A program may be limited to a particular city, county, or group of properties. A lender also has to participate in a program for you to use it. That means two lenders can look at the same buyer and the same Portland-area home and present different financing options.

When you interview lenders, ask questions such as:

  • Which Oregon first-time homebuyer programs do you currently offer?

  • Which area city and county down payment assistance programs do you participate in?

  • Are you partnered with Arrive (formerly Portland Housing Center)?

  • Can you compare the total cost and repayment terms of the assistance programs available to me?

If you are considering a first-time buyer program, it is also worth completing the education or counseling requirements early. The timing and requirements vary by program, so ask your lender and the program administrator what needs to happen before you make an offer.
